China has proposed export controls on 40 cutting-edge technologies in AI, solar and biomedicine.

Fourteen would face outright export bans, and 26 would need government licences.

The commerce and science ministries published the draft, Announcement No. 48, for public comment.

The list covers 23 AI technologies, 12 solar technologies and five biomedicine technologies.

AI items include foundation models, intelligent agents and computing clusters.

AI tools that generate and mutate malicious code would be banned from export entirely.

Officials say exemptions and streamlined approvals will remain for much AI collaboration.
