Private hospitals and clinics across Maharashtra must now prominently display their treatment charges, under a new government order aimed at curbing overcharging and billing disputes. The state’s public health department issued a Government Resolution (GR) on Friday directing all private medical establishments to put up rate lists of medical services and facilities in both Marathi and English. The move makes the hospital rate display a legal requirement, and authorities have been told to take administrative and legal action against institutions that fail to comply.

What the New Hospital Rate Display Rule Requires

Under the GR, hospitals must display the rates of medical services and available facilities specified under Schedule III of the Maharashtra Nursing Homes Registration Rules, 2021. The hospital rate display lists must appear in prominent, clearly visible and easily accessible locations within hospital premises, in a manner visible to everyone visiting the hospital. Whenever charges are revised, the rate lists must be updated immediately, and staff at registration desks, enquiry counters and billing counters must actively guide patients and their relatives about the availability of the rate lists and applicable charges, so there is no ambiguity about costs.

The directive also covers international patients. Hospitals that treat visitors arriving on medical or Ayush visas must clearly display the special package rates applicable to them. Health Minister Prakash Abitkar said the measure is being implemented in line with guidelines issued by the Central government to all states, giving the hospital rate display push the backing of the Union Ministry of Health and Family Welfare. Institutions are directed to maintain absolute transparency in their bills to prevent any overcharging or hidden costs, the minister said.

Why the Hospital Rate Display Order Was Issued

Opaque billing has long been a source of anguish for patients and their families. Consumer rights groups have repeatedly flagged sudden overcharging, hidden costs and inflated bills in private hospitals, disputes that often erupt at the most vulnerable moments, when a loved one is seriously ill. The new hospital rate display rule is designed to let patients and their relatives understand the likely cost of treatment in advance, enabling informed decisions, better planning of medical expenses and fewer complaints over bills. The public health department said the goal is transparency, accountability and clarity across private medical institutions in one of India’s largest healthcare markets.

Hospital Rate Display: Penalties and Enforcement

The resolution makes clear that violations will attract consequences. District civil surgeons as well as district and municipal health officers have been tasked with informing private medical establishments in their jurisdictions about the new requirements and conducting periodic reviews of compliance with the hospital rate display order. Administrative and legal action will be taken against any institution that fails to adhere to the transparency rules, the GR states. While displaying service rates was already part of existing regulations, officials say the latest order reinforces the mandate and puts the enforcement machinery firmly behind it.

Patient-rights advocates have welcomed the order, saying visible rate cards give families something they have long lacked: a starting point for questioning a bill. Whether the mandate changes behaviour on the ground will depend on enforcement. With district health officers now tasked with periodic compliance checks, the state has at least put a monitoring system behind the rule. For now, patients visiting private hospitals in Maharashtra should look for the new boards at the entrance or reception desk and read them carefully before agreeing to any treatment plan.

What Patients Should Do With the New Rate Cards

For patients, the rule offers a practical new tool. Before admission, families can now check the displayed rate card to compare the cost of procedures, room charges and other services, and can ask billing staff to explain any figure that seems unclear. If a hospital refuses to share its rates or the final bill does not match the displayed charges, patients have stronger grounds for complaint. Health experts say the hospital rate display requirement, properly enforced, could shift the balance of power in favour of consumers. The next few months will show whether Maharashtra’s hospitals embrace the new transparency or test the government’s resolve to punish violations.
