Finance leaders of the G7 have agreed to hold tabletop exercises to guard against AI cyber attacks, Japanese Finance Minister Satsuki Katayama announced after a meeting of finance ministers and central bank governors on the sidelines of the International Monetary Fund’s annual gathering in Bangkok on October 16. The move marks one of the most coordinated responses yet to the threat that G7 AI cyber attacks pose to the global financial system.

“The G7 finance deputies had been discussing the idea of doing tabletop exercises on frontier AI, which was signed off at the ministerial level,” Katayama told reporters. The agreement comes after the IMF warned this week that confidence could be undermined by an AI-enabled cyber attack on a critical service of a financial institution.

G7 AI cyber attacks simulations: what is planned

The plan will feature simulations developed by G7 finance authorities to test how they can respond to AI-driven cyber attacks, a Japanese finance ministry official who attended the meeting told reporters. The results will test the effectiveness of existing protocols and be used to revise manuals to better tackle such incidents.

The exercises by G7 finance ministries and central banks could also include private financial institutions, depending on the nature of the simulations, the official added. That would bring commercial banks, which sit on the front line of any real attack, directly into the defensive drills against G7 AI cyber attacks.

G7 AI cyber attacks alarm banking regulators

Banking regulators globally are stepping up efforts to contain growing AI risks. Some have pointed to the potential for cyberattacks on banks or rogue AI agents undermining global financial stability, according to Reuters reporting. Among them is the Bank of England, which is working with banks on deep cyber-recovery options.

The Bank of England’s deputy governor said on Thursday that regulators can no longer assume their defences are immune to AI-enabled cyberattacks, an unusually blunt admission from a central banker. The fear is that generative AI gives attackers the ability to craft convincing phishing campaigns, discover software vulnerabilities and move through financial networks at machine speed.

How the tabletop exercises work

Tabletop exercises are structured, discussion-based simulations in which officials walk through a hypothetical attack scenario to test decision-making, communication lines and legal authorities before a real crisis hits. In this case, the scenario is an AI-driven cyber attack on a critical financial service, exactly the kind of incident the IMF warned could shake confidence in the banking system.

The G7 has run similar exercises before for conventional cyber threats, but officials say the threat is evolving. Banking regulators globally are stepping up efforts to contain growing AI risks, with some warning that cyberattacks on banks or rogue AI agents could undermine global financial stability. The Bank of England is working with banks on deep cyber-recovery options, and its deputy governor said on Thursday that defences can no longer be assumed immune to AI-enabled attacks.

The IMF’s warning this week gave the Bangkok meeting its context: confidence in the financial system itself could be shaken by an AI-enabled attack on a critical service of a financial institution. By rehearsing together, G7 finance ministries and central banks hope that when such an attack comes, the response against AI-driven threats is coordinated rather than improvised. The G7 AI cyber attacks tabletop exercises will test how finance authorities respond to AI-driven attacks, and officials say future G7 AI cyber attacks scenarios will be updated as the threat evolves.
