The Tamil Nadu government on Thursday transferred Director General of Prisons Sandeep Rai Rathore, days after the Theni jailbreak, in which 17 undertrial prisoners escaped from a sub-jail in Theni district and were recaptured in a search that lasted 43 hours. Rathore has been posted as Director General of Police and Chief Vigilance Officer of the Tamil Nadu Generation and Distribution Corporation (TANGEDCO) in Chennai.
Additional Director General of Police K Shankar, who was serving as head of the Enforcement Bureau CID in Chennai, has been appointed as the new head of Prisons and Correctional Services. The transfer orders were issued by Principal Secretary to the Government A Karthik. The reshuffle came a day after police caught the final two fugitives, Tirupathi and Meenakshisundaram, bringing the search operation to an end.
The Theni jailbreak began on Monday night at the Thekkampatti sub-jail, when 17 men escaped after one prisoner feigned a medical seizure. According to police accounts, the prisoner acted as though he was having a seizure at about 10.30 pm, and his cellmates shouted for help. A jail official responded, and the prisoners overpowered him and gained access to facility keys before passing through three security barriers.
Theni jailbreak search across Tamil Nadu
Police launched a search after the Theni jailbreak involving 17 specialised teams, five Special Task Force units and four Tamil Nadu Special Police battalions, with drone surveillance used to track the escapees. Police said the inmates fled from the Aranjanaipudur area on a motorcycle towards Uthamapalayam. Theni Superintendent of Police Praveen Gowtham said preventing the escapees from crossing the state borders was the main focus of the operation. The men were caught in batches over the following two days, and the last two were captured on Wednesday.
Five of the escapees were produced before a judicial magistrate on Tuesday and remanded to judicial custody until November 10. Another eight were produced in court on Wednesday and remanded until November 11. After the legal formalities are completed, the inmates will be shifted to central prisons in Salem, Vellore, Cuddalore and Puzhal. Police said they are also examining the motive for the escape and whether it was planned with help from others.
Theni jailbreak exposes staffing and overcrowding
The Theni jailbreak has drawn attention to conditions at the Theni facility. The sub-jail was housing 334 inmates against an authorised capacity of 200 beds, and at the time of the escape only four guards were on duty. The state’s recommended guard-to-inmate ratio of 1:6 would have required 34 guards for the approved strength of 200 prisoners, so the facility was far short of the staffing level its own norms prescribe.
Rathore, speaking before his transfer, described the escape as a result of human error and said there had been a clear breach of security protocol as the prisoners passed through a three-tier barrier. He announced plans for system-wide audits across the state’s prison facilities. The state police have suspended nine correctional staff members for alleged negligence in connection with the incident, and police sources told BBC Tamil that they were examining the possibility of collusion between some prison officials and the escaped men.
Theni jailbreak and the wider prison picture
The incident has renewed discussion of overcrowding in Indian prisons. National figures cited in coverage of the escape put prisons in India at 120.1 percent capacity, with undertrial prisoners making up more than 73 percent of the total prison population. Undertrials are inmates on trial or awaiting trial, and their large share of the prison population has been a long running concern for courts and prison administrators alike.
For Tamil Nadu, the immediate steps are now administrative. A new prisons chief is in place, nine staff members stand suspended, and 17 recaptured inmates face transfer to high-security prisons once court formalities are complete. The investigation into the Theni jailbreak, and whether anyone inside the facility helped plan it, is still under way.
