The Himachal Pradesh government has announced a 5 percent hike in dearness allowance for state government employees and pensioners, days ahead of Diwali.

Chief Minister Sukhvinder Singh Sukhu made the announcement in Shimla on Friday while speaking to the media. The dearness allowance hike benefits around 2.75 lakh state government employees and pensioners across the hill state.

The increase is split into two parts: a 4 percent installment for the current year and a 1 percent installment that had been pending from last year, the chief minister said. The pending installment clears dues that employees had been waiting on since last year, and the two parts together make up the full 5 percent revision.

The chief minister announced the decision while speaking to reporters in the state capital. The 5 percent revision applies uniformly to employees and pensioners, with the arrears assistance for Class-IV staff coming on top of the percentage hike.

Dearness allowance hike: the key details

Dearness allowance is the cost-of-living component of a government employee’s pay, revised from time to time to offset the effect of rising prices on salaries and pensions. It is calculated as a percentage of basic pay, so a 5 percentage point increase lifts the take-home pay of every covered employee and the monthly payout of every covered pensioner.

Class-IV, or Group-D, employees will get additional relief. They will receive Rs 10,000 each as financial assistance toward pension and pay-revision arrears, and the amount will be credited directly to their bank accounts on November 1. The direct transfer means the arrears assistance reaches the lowest-paid rung of the state workforce without delay.

What the dearness allowance revision means for staff

For the 2.75 lakh employees and pensioners covered by the order, the dearness allowance revision means a higher payout in the months ahead. The 4 percent current-year installment applies to the present pay structure, while the 1 percent installment settles the portion held over from last year.

The Rs 10,000 payment for Class-IV staff is separate from the percentage hike. It goes specifically toward pension and pay-revision arrears, a long-standing demand of support staff in government departments. The credit to bank accounts on November 1 puts the money in employees’ hands in the first week of next month.

The announcement comes just before Diwali, when household spending typically peaks. For the state’s employees and pensioners, the hike lands at a time when festival expenses are at their highest. The timing puts extra money in employees’ pockets during the festival season.

State finances behind the dearness allowance decision

Sukhu dismissed claims that the state’s debt stands at Rs 1.20 lakh crore, clarifying that it is around Rs 99,000 crore. The clarification puts the debt figure about Rs 21,000 crore below what critics have cited. He also said the central Revenue Deficit Grant has stopped, which has added to the state’s financial strain.

The chief minister said the decision was taken to protect employees’ interests despite the financial challenges facing the state. He expressed confidence that Himachal Pradesh would become self-reliant in health and education by 2030.

The higher payout adds to the state’s committed expenditure at a time when its finances are under pressure. Pay, pensions and allowances make up a large share of what the state spends each year, and every revision in the allowance rate carries a recurring cost for the exchequer.

What the Centre may do next

Central government employees are also waiting for a revision of their own. The Centre is expected to announce its own hike, possibly at the next cabinet meeting on October 28, after the meetings on October 14 and October 21 ended without a decision on the matter.

The Rs 10,000 assistance for Class-IV employees will be credited directly to bank accounts on November 1, alongside the dearness allowance hike taking effect for the state’s workforce. For the Congress government in the hill state, the announcement is the most significant pay-related decision for its employees this year.
