External Affairs Minister S Jaishankar is travelling to the United States for G20 Foreign Ministers and Quad meetings this week in Atlanta. The Atlanta meetings will bring together foreign ministers from the grouping, and the Quad meeting will take place on the sidelines. The Quad brings together India, the United States, Japan and Australia, and its foreign ministers meet to discuss cooperation in the Indo-Pacific and to prepare the agenda for leaders. The G20 Atlanta gathering is the last major ministerial meeting before the leaders summit in December.

United States Secretary of State Marco Rubio will host the G20 Atlanta meeting on 30 and 31 October. The United States holds the G20 presidency in 2026, and Washington has placed threats to freedom of navigation, energy and food security, and supply chain resilience at the top of the agenda. The State Department said Rubio would convene foreign ministers from leading economies to advance practical cooperation on shared economic and security challenges. The G20 Atlanta talks will also set the stage for the leaders summit that President Donald Trump will host in December.

G20 Atlanta agenda and South Africa exclusion

In Atlanta, members are expected to take issue with the United States decision to exclude South Africa from the G20 this year due to bilateral tensions. India has not commented on the exclusion, although an official said India has always supported an inclusive G20. Russia criticised the decision, and German Chancellor Friedrich Merz called on the United States to reverse it last week. The G20 Atlanta discussion on South Africa will test how far members press the point with the United States as host, and whether the issue affects the wider agenda.

G20 Atlanta talks and possible trilateral meetings

Attention in Atlanta will also be on any possible trilateral talks between United States Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov and Chinese Foreign Minister Wang Yi. A meeting between the three ministers at the G20 ministerial would bring together the United States, Russia and China in one conversation, at a time when relations among the three countries affect global trade and security. No such meeting had been confirmed ahead of the G20 Atlanta talks, and the focus remained on whether the ministers would meet on the sidelines.

On 26 October, President Trump suggested he was ready for a trilateral meeting with Russian President Vladimir Putin and Chinese President Xi Jinping when he travels to Shenzhen for the Asia-Pacific Economic Cooperation summit on 18 and 19 December, following a visit to Manila. The suggestion linked the leaders level discussion to the same set of countries, and it followed the plan for Trump to visit Manila before the Shenzhen summit. The G20 Atlanta ministerial takes place weeks before those December meetings, and ministers in Atlanta may discuss the groundwork for leaders level talks.

The Quad meeting in Atlanta also fits into the wider calendar. After the G20 Atlanta meetings, the Quad leaders summit in Manila in November will be followed by the APEC summit in Shenzhen in December and the G20 leaders summit in December. The sequence means foreign ministers in Atlanta are preparing for a busy period of summits, with the Quad and G20 tracks running in parallel. India, as a Quad member and a G20 member, is present in both tracks, and Jaishankar will take part in both sets of talks in Atlanta.

G20 Atlanta leads to December leaders summit

President Trump will host the G20 summit on 14 and 15 December at the Trump National Doral resort. The resort is in Miami, Florida, and the summit will bring together leaders from G20 countries to take decisions prepared by ministers during the year. The G20 Atlanta ministerial on 30 and 31 October is the last major ministerial gathering before that leaders summit, and its discussions on energy, food security, supply chains and freedom of navigation will feed into the leaders agenda.

Prime Minister Narendra Modi will travel to the United States on a three-stop tour. He will first travel to Canada from 11 to 13 December, then to the United States, and then to Brussels on 16 December to sign the India-EU Free Trade Agreement. The tour places the G20 leaders summit in the middle of a wider diplomatic calendar, with the Canada visit before the United States leg and the Brussels visit after it. The India-EU Free Trade Agreement signing in Brussels on 16 December is the final stop on that tour.
