Abu Dhabi’s state oil company ADNOC signed a multi-year partnership with OpenAI and G42 on November 2 to deploy advanced artificial intelligence across its energy operations. The OpenAI ADNOC deal, announced at the ADIPEC energy conference in Abu Dhabi, makes ADNOC the first energy company to deploy OpenAI Frontier, a platform for connecting and coordinating frontier AI agents across complex business operations.
Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan witnessed the signing of the partnership agreement after meeting OpenAI chief executive Sam Altman. ADNOC managing director and group chief executive Sultan Ahmed Al Jaber said the agreement shows how frontier AI can move beyond individual applications to reshape the performance of an entire industry.
Under the OpenAI ADNOC deal, the partnership will be deployed on OpenAI’s GPT models using UAE-based computing infrastructure provided by G42, the Abu Dhabi-based AI group. Human experts will retain oversight of consequential decisions, and all solutions will operate within ADNOC’s oversight, which the company said ensures proprietary data and critical infrastructure remain protected.
What the OpenAI ADNOC deal will do first
The OpenAI ADNOC deal starts with two applications. The first will transform field master planning from a sequence of separate subsurface, facilities and economic studies into a single integrated decision. ADNOC said the system will connect decades of data across thousands of wells, multiple reservoirs and hundreds of surface facilities to prepare and optimize complex development plans in hours rather than months. That is a stated target, not an independently measured deployment result.
The second application will connect AI agents across the supply chain to forecast crude supply, demand, prices and margins, and estimate the consequences of business decisions. The partnership also extends ADNOC’s existing AI systems, including ENERGYai, its specialist subsurface platform, and more than 200 AI applications already in use across the company.
The OpenAI ADNOC deal complements a $340 million, three-year contract ADNOC previously awarded to AIQ, a subsidiary of G42 and Presight, to roll out ENERGYai across upstream operations. G42 and OpenAI have collaborated since 2023, and their flagship project is Stargate UAE, a data center project whose first stage is a 200 megawatt compute cluster planned for completion by 2026.
Why the OpenAI ADNOC deal runs on UAE servers
The OpenAI ADNOC deal is as much about where the computing happens as what it does. The ADNOC work is to run on OpenAI’s GPT models using in-country inference infrastructure in the UAE, with real-time model computation running on GPUs within UAE data centers. ADNOC said the arrangement keeps proprietary data and critical infrastructure under its own oversight.
The OpenAI ADNOC deal signing was part of a wider set of agreements. The Abu Dhabi Media Office said OpenAI signed four agreements with Abu Dhabi entities on November 2: the ADNOC rollout with G42, a government compliance pilot, an investment-analysis tie-up with sovereign investor Mubadala, and a five-year adoption deal with Inception42, a G42 unit. The government pilot will check food-import permits, and the Mubadala work will apply AI to investment analysis, opportunity identification and risk assessment.
None of the announcements gives a price, contract value or other financial terms, and none gives a date for ADNOC’s field planning or barrel valuation tools to go live. OpenAI is also one of the partners for the first phase of a 5 gigawatt AI data center project that the UAE is building with American tech companies, one of the biggest outside the United States.
What the OpenAI ADNOC deal means for OpenAI
Altman described the agreement as a first-of-its-kind partnership combining frontier AI, sovereign infrastructure and industry expertise, saying it will help ADNOC move faster, operate more efficiently and make better decisions across the energy value chain. G42 International chief executive Mansoor Al Mansoori said the partnership builds on years of collaboration with ADNOC through AIQ and advances the UAE’s ambition to become an AI-native nation that exports intelligence.
The deal was announced as OpenAI races to secure investor commitments before rival Anthropic’s expected public market debut in mid-November. Reuters reported that OpenAI’s speedy fundraising could value the ChatGPT maker at over $1.4 trillion, including commitments from Abu Dhabi-based MGX. The Abu Dhabi agreements give OpenAI a foothold in energy, government services and investment analysis in the Gulf, all running on local infrastructure.
For ADNOC, the OpenAI ADNOC deal advances its ambition to become the world’s most technology-enabled and AI-enabled energy company. The company said the partners will also strengthen cyber defense through Daybreak Blue, an OpenAI initiative that helps security teams identify vulnerabilities and protect critical energy infrastructure, and that they will co-develop AI solutions while training ADNOC’s workforce to deploy and use them.
